They are conversion bits rather than complete models. The set exists so an existing collection of power-armoured infantry can be re-badged — a generic squad becomes a specific chapter, or a display piece gets the ornamented plate the standard kit never included. With eleven files there is enough variation to avoid every trooper wearing the same pauldron.
