This fan-art figure is an unmistakable Marvin the Martian, presented as separated print parts: the round-domed helmet with its stiff broom-bristle crest (the flat, ridged block you can see), a round shield/skirt element, and the rounded body — split into head and body sections to make printing and painting easier.
